Towards Local Water Observatories When the European INSPIRE Directive on the dissemination of geographic information (2007), the French Digital Law (2016) and the General Data Protection Regulation (GDPR) of 2018 encourage, even oblige, French public authorities to integrate digital technologies for knowledge sharing, OiEau provides them with technical and operational support to comply with these regulations. In the context of the French national digital trans- formation, local authorities, and especially inter- municipal syndicates, are increasingly faced with the challenge of managing and harmonizing their information systems, dedicated to responsibilities in the water and sanitation sector, either being community or on-site systems In addition, the “NOTRE” Law of 2015 (New Re- gional Organization of the Republic) accelerates the transfer of "Water and Sanitation" responsibi- lities to groups of municipalities. These new responsibilities require that these groups use reliable information systems that jointly meet their needs and the expectations of their users. With its 30-year experience in this field, OiEau re- gularly supports local services in the structuring and organization of these information systems as well as in the development of interoperability and knowledge sharing actions. For example, in 2019 OiEau worked with the Besbre Valley SIVOM (Allier), the Vienne Water SIVEER (Vienne) and, the Alsace-Moselle Water and Sani- tation Syndicate in developing their respective infor- mation system, based on 4 major issues: • Scientific mediation and knowledge sharing • Analysis and use of data • Data organization and software package development • Documentation and Information monitoring. Local authorities are increasingly aware of the importance of having a consistent and reliable Information system in their area OiEau makes its national experience available to these local au- thorities. « In a context of digital transformation on a regional or local scale, especially impelled by the NOTRE law in France, OiEau has the skills needed for good management of digital data on water and its environment. OiEau is sup- porting all water stakeholders - local water syndicates in particular - in set- ting up information systems based on knowledge capitalization and exploi- tation.
