Brazil: Public Private Partnerships (PPP) in the water and sanitation sectors The privatization of public services is often pre- sented as being THE solution. However, the PPP allows keeping control of the public service, by de- legating management to the private sector. The French Development Agency therefore de- cided to finance (via the Technical Expertise and Exchange of Experience Fund - Fonds d’expertise technique et d’échanges d’expériences- FEXTE) a technical cooperation program in Brazil, as part of a partnership between the Brazilian and French Ministries of Finances. Implemented by “Expertise France” and coordi- nated by OiEau, it aims to improve the governance of PPPs at the municipal level. It also supports the development of infrastructure projects in the fol- lowing priority sectors: urban solid waste, water, sanitation, street lighting and urban mobility. OiEau is coordinating the mobilization of Brazilian and French partners and helping capitalize on the precious lessons learned from this project. « This partnership has enabled the launching of two feasibility studies for street lighting and sanitation projects. This study on waste regulation is the firstin this field, offering solutions to sectoral, financial and legal issues, lo- cal taxation, and intermunicipal coope- ration. » Ms Devidal, Expertise France. From participatory planning to real achievements: the case of the Stung Sen in Cambodia Since 2012, the Cambodian Ministry of Water Resources (MOWRAM) has been developing a pilot project in the Stung Sen River Basin, a tribu- tary of Tonle Sap Lake, benefiting from technical assistance from OiEau and funded by the French Loire-Brittany and Rhine-Meuse Water Agencies. According to Mr. LIM Puy, Vice-president of the Tonle Sap Authority, « the project is in its infancy, the river basin was chosen by the members of the basin committee, its characterization allowed iden- tifying the issues related to water use and priorities: access to drinking wa- ter, risks linked to droughts and floods and environmental protection. » So practical actions have been carried out by NGOs, including 7 drinking water production plants funded by the French Water Agencies. In 2019, the 4 th phase of the project began with the goal of assessing, with the basin committee, the activities undertaken in the 2016-2020 period and initiating a new planning cycle.
